Pearl Eliadis on Transitional Housing to Protect Women Fleeing Violence | CityNews

January 6, 2026 | Pearl Eliadis spoke to CityNews about a recent published by the Quebec Homelessness Prevention Collaborative (QHPC) which found that second-stage shelters, a form of transitional housing for women fleeing violence, are crucial in protecting women from further abuse. Eliadis, who supervised the research, said there are other benefits of second-stage shelters because this form of “transitional housing after emergency shelter [helps] to make sure that women will get access to permanent housing…” .

The QHPC study also found Quebec has fallen 33 per cent short of its 2021 commitments to build new second-stage shelters, and Eliadis highlighted various shortcomings associated with Quebec's current legal framework in need of reform. The report’s principal researcher is Melissa Shemirani, and it was co-authored by Angelina Freeman MPP '25.

After the release of the report on November 25, 2025 by the QHPC, a Quebec government official announced that the target of second stage units had increased from 223 to 371, an increase of more than 50%.
